地域×中小企業が“楽しい”を創る！
全国行政書士連携プロジェクトと取り組む、実践する持続可能な経営

港区立産業振興センターのコミュニティ形成プログラムから派生し、“楽しい”から始まる未来づくりを推進してきたCreative Guild。地域に根ざした中小企業・小規模事業者の支援は、日本社会においても、そして私たちにとっても重要なテーマです。このたび、行政書士の専門性を活かして小規模事業者の経営をサポートする「全国行政書士連携プロジェクト」とパートナーシップを結びました。補助金申請などの実務支援を通じて地域経済の持続的な発展を目指すこのプロジェクトとともに、地域と中小企業・小規模事業者が“楽しい”を実感できる未来を創ります。

全国行政書士連携プロジェクトは、行政書士・開田晋作氏を発起人とし、行政書士の専門知識を活かして地域の中小企業・小規模事業者を支援する全国ネットワーク活動です。持続化補助金の活用を通じ、事業者のチャレンジを後押しし、行政書士が「経営パートナー」として伴走することで全国に新たな可能性を広げています。また、その活動の一環として「らくらく補助金」プロジェクトも展開し、中小企業・小規模事業者の補助金活用を後押ししています。

Creative Guildは、まちづくり・アート・テクノロジーなど多様な領域で“楽しい”をキーワードにコミュニティを育んできました。全国行政書士連携プロジェクトとの協業により、補助金申請に限らず、人材育成・事業開発・おもてなし規格認証の活用などを含む総合的な支援を実践します。行政書士が経営パートナーとして寄り添いながら、事業者が地域とともに“楽しい”未来づくりを進めていくための仕組みを共に創り出していきます。

日本の中小企業・小規模事業者は、全企業の99.7％を占め、人口の約70％がその従業員として地域社会を支えています。ESGやSDGsが注目される今、彼らの働く・暮らす環境を整え、生活の質を高めることは、社会課題解決と持続可能な未来の実現に直結します。つまり、中小企業・小規模事業者支援は地域創生そのものでもあるのです。

Creative Guildの拠点である港区立産業振興センターは、中小企業・小規模事業者の成長を支えるための拠点であり、そこから派生したCreative Guildもその使命を受け継いでいます。港区は、全国と世界を結ぶハブとしてのポテンシャルを持ち、Creative Guildも北九州や長野など多くの地域とすでに連携を始めています。全国行政書士連携プロジェクトとの連携はこのネットワークと支援施策を、相乗効果をもって加速することになります。

企業の規模や地域、業界を超えて、誰もが“楽しい”から始まる未来づくりを仕事でも暮らしでも体感できる社会へ——。Creative Guildと全国行政書士連携プロジェクトは、実践する持続可能な経営の新しいかたちを共に創り上げていきます。今後の展開にぜひご期待ください。

Creating “Fun” Together with Local Communities and SMEs
Collaborating with the National Administrative Scrivener Network Project to Build Practical, Sustainable Management

Born from the community-building program at the Minato City Industrial Promotion Center, Creative Guild has been promoting a future driven by “fun.” Supporting small and medium-sized enterprises (SMEs) rooted in local communities is an essential mission not only for Japan’s economy, but also for Creative Guild. We are proud to announce our partnership with the National Administrative Scrivener Network Project, a nationwide initiative that leverages the expertise of administrative scriveners to support small business management. Together, through practical support such as subsidy applications, we aim to foster sustainable regional economic growth and create a future where communities and SMEs can truly experience “fun.”

The National Administrative Scrivener Network Project, founded by Shinsaku Kaida, brings together administrative scriveners across Japan to support small and medium-sized businesses through professional legal and administrative expertise. By helping entrepreneurs utilize Sustainability Subsidies and other public funding programs, the project empowers business owners to take on new challenges while establishing administrative scriveners as trusted “management partners.” In addition, the project operates the “Easy Subsidy” (Rakuraku Hojo-kin) program, which further assists SMEs and microenterprises in navigating the complex subsidy process.

Creative Guild has cultivated communities across diverse fields—including urban development, art, and technology—guided by the principle that everything begins with “fun.” Through collaboration with the National Administrative Scrivener Network Project, we will go beyond subsidy support to offer comprehensive assistance encompassing human resource development, business design, and the utilization of Omotenashi Standard Certification. By working alongside administrative scriveners as true partners, we aim to co-create systems that enable entrepreneurs to grow with their local communities while shaping futures filled with “fun.”

In Japan, SMEs and microenterprises make up 99.7% of all businesses, employing roughly 70% of the national workforce—the very foundation of local economies. As ESG and SDGs continue to gain global attention, improving the quality of life for these workers and their communities is directly tied to solving social issues and achieving a sustainable future. In this sense, supporting SMEs and microenterprises is synonymous with regional revitalization itself.

The Minato City Industrial Promotion Center, where Creative Guild is based, serves as a hub for nurturing the growth of small and medium-sized businesses. Creative Guild inherits this same mission. With Minato Ward’s unique position as a hub connecting Japan and the world, we are already forming partnerships with regions such as Kitakyushu and Nagano, creating networks that transcend geography. Collaboration with the National Administrative Scrivener Network Project will further accelerate these regional connections and support initiatives through synergistic impact.

Across industries, scales, and regions, we envision a society where everyone can experience a future that begins with “fun”—both in their work and daily lives. Together with the National Administrative Scrivener Network Project, Creative Guild will continue to build new models of practical, sustainable management.
